Arbitrum is an Ethereum layer-2 network built by Offchain Labs that uses optimistic rollup technology to reduce fees and increase throughput while inheriting Ethereum's security. Transactions are processed off-chain and bundled into Ethereum with fraud proofs for security. Arbitrum launched in 2021 and quickly became the dominant L2 by TVL. The ARB governance token launched in 2023.
Arbitrum hosts a vibrant DeFi ecosystem: GMX (perps), Camelot (DEX), Radiant (lending), and many Ethereum DeFi protocols have Arbitrum deployments. ETH and major tokens bridge to Arbitrum One or Arbitrum Nova (optimized for gaming/social). ARB tokens allow holders to vote on protocol parameters, treasury spending, and chain upgrades via the Arbitrum DAO.
